Genocidal Depopulation Is Official U.S. Policy (NSSM 200/ Kissinger Report & NSDM 314)
An intent to genocide, spelled out in black and white in official documents, has been in full force since 1975; If this is admitted to and public, just imagine what they are doing in secret!
“There is no single approach which will “solve” the population problem… Coordination among the bilateral donors and multilateral organizations is vital to any effort to moderate population growth… World policy and programs in the population field should incorporate… actions to keep the ultimate level as close as possible to 8 billions rather than permitting it to reach 10 billions, 13 billions, or more.” - NSSM 200 AKA ‘The Kissinger Report’
The U.S. government decided that other nations having children constituted a security threat to the United States, and mobilized its entire national security apparatus -- CIA, Pentagon, State Department, economic agencies -- to intervene in the reproductive decisions of billions of people around the world, resulting in a tremendous loss of human life. Their argument was that the USA was depopulating it’s domestic population, and all other countries should be made to do the same.
After NSSM 200 was adopted as official policy through NSDM 314 in November 1975, implementation moved quickly. Marshall Green was named Coordinator of Population Affairs on December 3, 1975, and U.S. ambassadors were formally instructed on December 15, 1975 to assist in implementing NSDM 314.
The NSDM 314 document has never been formally rescinded and this genocidal framework officially remains part of U.S. policy.
So what’s in Kissinger’s diabolical plan to essentially cap the population at 8 billion. Here are some quotes from NSSM 200:

By 1976, the National Security Council was advocating using food aid conditionally. A 1976 NSC memorandum stated that “allocation of scarce PL 480 resources should take account of what steps a country is taking in population control as well as food production.”
A 1976 report from the Interagency Task Force on Population Policy laid out a chilling framework that treated basic human needs as leverage, suggesting food aid and other assistance should be tied to whether countries adopted population control programs. It further normalized the idea that U.S. support should depend on compliance with these policies, effectively pressuring vulnerable nations to submit to eugenicists demands. Most disturbing, the report endorsed coercive enforcement methods—mobilizing police, military, and state officials, and using rewards for sterilization or penalties in housing and schooling—to force compliance.
“In some cases, strong direction has involved incentives such as payment to acceptors for sterilization, or disincentives such as giving low priorities in the allocation of housing or schooling to those with larger families. Such direction is the *sine qua non* of an effective program.”
The 1967 creation of the UN Population Fund (UNFPA) — which preceded NSSM 200 and which the U.S. had championed under Nixon’s advisor General William Henry Draper Jr. — established the multilateral infrastructure that NSSM 200 then leveraged. UNFPA had projects in over 80 countries by 1974. The U.S. was its largest single funder, allowing it to shape programs while maintaining the appearance of multilateral international consensus rather than unilateral U.S. pressure.
Annual reporting was established under NSDM 314. The first Annual Report on U.S. International Population Policy was submitted on July 29, 1976 by NSC Under Secretaries Committee Chairman Robinson.
The document states: “We must take care that our activities should not give the appearance to the LDCs of an industrialized country policy directed against the LDCs... ‘Third World’ leaders should be in the forefront and obtain the credit for successful programs.” The policy recommendations consistently instruct that population control messaging must come from LDC leaders rather than the U.S. directly.
“Our officials must know about the facts of population growth and be fully persuaded of the importance of this issue. They must then find suitable occasion and discreet means to bring the message most persuasively to the attention of LDC leaders whose influence is decisive in shaping national policies and programs.”
“In the main, we should avoid the language of ‘birth control’ in favor of ‘family planning’ or ‘responsible parenthood,’ with the emphasis being placed on child spacing in the interests of the health of child and mother and the well-being of the family and community.”
“family planning services and information alone will not likely bring birth rates down to current LDC target levels, much less to stable population levels which would require an average family of only slightly more than two children. As emphasized at the World Population Conference and elsewhere, many parents apparently want three or more children even when safe, effective, acceptable, and affordable family planning services are readily available.”
“use of such phrases as population control or birth control is inadvisable, and in some cases resented, especially in Africa where they may have genocidal connotations. Family planning or ‘responsible parenthood’ are generally acceptable terms”
“Unlike UNFPA, IPPF and other private population-oriented intermediaries do not require explicit country agreements to operate. As private organizations, they require only acquiescence. As a result, they operate in the eight NSSM-200 big population countries in which the U.S. does not have bilateral population programs”
“In over half of the key 13 NSSM-200 countries, the total U.S. effort is limited to our indirect support for activities of these intermediaries.”
“In countries where either birth control programs or USG assistance to them are sensitive issues, the Embassies usually prefer that USG aid be channeled through international--multi-lateral or private--agencies.”
“USG support of surgical sterilization programs is specifically not advised in Colombia, Ecuador, and the Dominican Republic.”
“The very permanence of the community is an important consideration. National governments come and go. Individuals come and go. But communities go on forever. Since population programs must continue for many years to take real effect, a community-wide approach will ensure longevity of programs among new generations.”
“Encourage provision of a variety of family planning methods, particularly pills, condoms, and sterilization.”
“personalized advice can be extended on all available means of contraception, including sterilization, the final contraception, when desired completed family size has been reached”

Notable Depopulation Examples From Around The World
India’s Mass Sterilization Campaign
During the mid-1970s, India conducted one of the largest mass sterilization campaigns in history — approximately 6.5 million men were vasectomized in a single year during Indira Gandhi’s Emergency period. The 1976 NSC follow-on report secretly commended India’s program while strongly cautioning against any public acknowledgment: “We recommend that US officials refrain from public comment on forced-pace measures such as those currently under active consideration in India … [because that] might have an unfavorable impact on existing voluntary programs.”
Forced Sterilizations In Peru
According to the Subcommittee of Inquiry of Voluntary Surgical Contraception of the Congress of the Republic of Peru (June 2002), NSSM 200 was “the global strategy defined for the last quarter of the last century by the United States government in order to obtain a decrease in the birth rate” and was responsible for USAID’s involvement in forced sterilizations in Peru during the 1990s under President Fujimori. The Peruvian congressional investigation directly linked USAID funding and program design to a campaign of coercive sterilizations.
Nigeria Sterilizations
The French Economic Warfare School (École de Guerre Économique, EGE), in a 2008 study titled *L’influence américaine au Nigéria*, analyzed NSSM 200’s impact on Nigeria specifically. The EGE alleged that:
- The U.S. used population control policies as a weapon of economic warfare against Nigeria
- Methods included social blackmail to force sterilizations and using food supply control to suppress population growth
Kenya: Sterilization Shots Pushed As Medicine
The UNICEF & WHO have been credibly accused of sterilizing poor people by offering them vaccines but injecting immunocontraceptives. In a press statement by the Catholic Bishops in Kenya:
We raised questions on whether the tetanus vaccine was linked to a population control program that has been reported in some countries, where a similar vaccine was laced with Beta- HCG hormone which causes infertility and multiple miscarriages in women.
On March 26, 2014 and October 13, 2014, we met the Cabinet Secretary in-charge of health and the Director of Medical Services among others and raised our concerns about the Vaccine and agreed to jointly test the vaccine. However the ministry did not cooperate and the joint tests were not done
The Catholic Church struggled and acquired several vials of the vaccine, which we sent to Four unrelated Government and private laboratories in Kenya and abroad.
We want to announce here, that all the tests showed that the vaccine used in Kenya in March and October 2014 was indeed laced with the Beta- HCG hormone.
On 13th of October 2014, the Catholic Church gave copies of the results to the cabinet secretary and the Director of Medical Services. The same was emailed to the Director of Medical Services on October 17, 2014.
